This building was probably excavated in the period 1938-1942. It is for the most part filled with earth and shrubs. It was built during the reign of Hadrian, c. 132-139 AD. The function of the interior is not clear at all. Rooms are arranged around a courtyard with a portico. On the east and south side are shops. Note the many slit windows in the north facade (cf. the east and south facade of the nearby Barracks of the Fire Brigade).
